Ontario Provincial Police, Investigation and Enforcement Bureau, Game Protection & Anti-Money Laundering Unit – Staff Sergeant David Matheson

Dave began his policing career in 2001 and has served in various locations throughout the Province of Ontario. In 2015, Dave joined the Investigation and Enforcement Bureau and is the Manager of the Intelligence and Investigative Support Branch which is comprised of the Intelligence Unit and Game Protection & Anti-Money Laundering Unit. Prior to joining the Investigation and Enforcement Bureau, Dave spent 9 years with the Organized Crime Enforcement Bureau, Drug Enforcement Section. As a primary investigator and team leader, Dave has investigated a wide range of criminal activities including fraud, international drug trafficking and importation, money laundering, extortion, loansharking, cheat at play, dealer collusion, and casino data breaches.

Alcohol and Gaming Commission of Ontario, Anti-Money Laundering Senior Manager – Justin Black

Justin has an extensive background with the AGCO, where he spent over 11 years as an inspector, developing experience in front-line regulatory operations and gaming regulation, including in the area of anti-money laundering. Following his tenure at the AGCO, Justin joined PointsBet Canada as an initial team member. He was responsible for establishing and overseeing the Compliance, AML, and Responsible Gambling functions in Ontario. His efforts were integral to PointsBet Canada’s launch on the first day of single sports wagering and iCasino in Ontario. Justin then moved on to serve as the Director of Compliance for Bally’s Interactive North American Operations. In this role, he led a team managing Compliance and AML in Ontario and oversaw the compliance function across fourteen US jurisdictions. Justin has returned to the AGCO, as the Senior Manager of AML Oversight, where he is responsible for leading a front-line team of dedicated anti-money laundering compliance professionals. Justin provides strategic and operational leadership related to the development and execution of the AGCO’s anti-money laundering oversight program across all lines of business.

Alcohol and Gaming Commission of Ontario, Major Case Operations Manager – Stacy Gallant

Stacy Gallant was with the Toronto Police Service for 31 years and retired from his post as a Detective Sergeant, most of his career spent as an investigator in the Homicide Squad. He retired in 2020 and joined the private security company GardaWorld as the Director of Consulting Services, Investigations and Executive Protection for Ontario. He joined the AGCO as the Manager of the Major Case office in June of 2023.

Stacy brings significant knowledge with over 20 years experience as a lead investigator and manager in several investigative units including Organized Crime and Property Crime Task Force (Cargo Theft and Auto Theft), Gun and Gang Task Force, Homicide Squad, Homicide Squad- Major Case Management /ViCLAS, Homicide Squad- Cold Case Section. Stacy was responsible for the development and operations of two new units within the Toronto Police Service, the Missing Persons Unit, and Forensic Video Analysis Unit. He has a strong media presence and if often being called upon for comment or discussion on high profile cases or incidents. His experience brings new insight to the AGCO and help us create expertized solutions around major cases. Stacy’s connections and relations serve as a liaison between the ACGO and Police Services across Ontario.
